ABSTRACT

T h e fundamental principles of shopping center development presented here can be viewed as a background for evaluating the Community Conservation Guidance policy as well as the expectations of the 1980s. They are not new principles. They have been in development and refinement for more than twenty years since the planned, integrated shopping center concept, based on the automobile, began. These principles embody private enterprise utilizing an infrastructure provided to meet the needs of the public. They present the perspective of the decisionmaking processes of shopping center development.
