ABSTRACT

In a globalized world, the United States needs a new approach to technology security. The Soviet Union's military power had disintegrated, China was far behind the United States technologically, and the United States was free to dictate the global order. A closely related problem facing the US government, its sensitive industries, and the military is that all of them rely on commercial computer hardware and software. Export controls no longer function in the way they were intended during the cold war, namely to protect the qualitative edge of the United States. The US government has tried to fight back against cyber attacks by improving security measures on computer networks. The United States is still in the mix providing AWACS solutions to international customers, but it has had to use a heavy hand to try and maintain market share. The United States did spend a great deal on specially armored vehicles to resist IED attacks.
