ABSTRACT

Terrorist violence threatens democratic stability by undermining both rudimentary purposes of the state, security and integration. State repression and violence also undermine the rudimentary purposes of the state, integration and security. Security can be indicated by the number of people killed by terrorist and state violence. It can also be indicated by public opinion data concerning violence and violent groups. Peruvians from all parts of the ideological and economic spectrums were victims of violence. In an examination of the total death toll, it can be seen that civilians and alleged subversives make up the overwhelming majority of victims. Both state and terrorist violence threatened the security of citizens. In Uruguay and Peru, declines in citizen confidence due to both terrorist and state violence are expected. In Spain, decline in citizen confidence, due to terrorist violence, is expected. In Uruguay, democratic instability followed terrorist and state violence. Violence in Peru had a devastating effect on democratic stability.
