One such area lies south of Liberty Stadium. Many of the streets are paved, though narrow. Nearly all the houses are two-storie d and ar e made of faced cement blocks . The most impressive of them are painted in bright hues, have louvered glass windows, a bit of lawn or garden, and sometimes a wall built all around: these belong to wealthy traders and senior civi l servants, even to kings of other cities. Most are much less elaborate, an d are the homes of middle-level civil servants, private business officers and professionals. Abou t one in five is uncompleted, wit h only one story so far built, or unpainted, or with yard and kitchen and bathroom stalls still to be finished. Since the second floor is a layer of concret e whic h wil l no t weather , th e flat-topped, single-stor y hous e i s perfectly liveable until its owner can raise enough money to get on with the job.
