Managing Californias demographic diversity was much on the minds of the reformers, and affirmative action ethnic proportionalism was woven into AB 1725 as well into rules added to Title V of the California Administrative Code. "Foster diversity" became one of the goals of the newly established basic agenda of the board of governors. Among the most militant moralists were some district chancellors—most of them white—who were determined to demonstrate their diversity commitment to internal and external ethnic constituencies, as well tacking with the prevailing winds from Sacramento. The 1991 diversity conference, held at the San Francisco Airport Hilton, had as its theme "Beyond Parity to Managing Diversity," billed in honor of star speaker R. Roosevelt Thomas. Jose Peralez was openly cynical about the rising dilemma throughout the community college system posed by balancing diversity goals in the face of large numbers of white part-time faculty who had patiently waited for full-time slots.
