ABSTRACT

The little earth, shrunk by the airplane and threatened by the atomic bomb, has emerged from the Second World War with only five states powerful enough to have obtained permanent seats on the Security Council of the United Nations. The five states are: the United States, the Soviet Union, Great Britain, France and China. War has become a conflict of massed machines. China has never had the industries necessary to produce modern machines of war. A foretaste of future perils was given the British by the Germans in World War II when they based both submarines and airplanes on Western France and greatly increased thereby sinkings of merchant ships. The British became convinced that if any power should control all Europe, Great Britain would not be strong enough to withstand attack by that power, and that, in consequence, it was vital to Great Britain to prevent domination of Europe.
