Terrorism, always trendy, has lately engendered considerable interest because of suspected or discovered linkages not only between patron states but also between various revolutionary organizations. With some rare exceptions most revolutionary organizations aspire to power even if built on the ruins of the nation; they are in a sense counterstates, and the nearer to power, the more state-like. In Italy one of the more curious revolutionary innovations has been autonomia, which purports to structure spontaneous response to state provocation. When Irish Republican Army (IRA) hunger striker Bobby Sands died, stones in Europe were thrown by those who could not find Ireland on a map. The terrorist ocean suddenly ran warm without the turn of a tap. In any case, the IRA regrouped and undertook a halting series of policies to swim in the terror ocean for advantage.
