ABSTRACT

In 1918 opposition to Party policy emerged within the Party-union fraction, converging around the Communist trade union leaders. In its most strident form, the labor opposition may be attributed to the issue of one-man management, but labor dissatisfaction had begun to make itself felt around 1919. The labor opposition to Lenin was significant in a second, more important sense. It was this elite group that Lenin depended on. By 1919 Trotsky had become active in the labor field. Worried about union resistance and in need of their support, Lenin counterattacked. The real battle was not fought until the issue of one-man management was posed. This was soon followed by the fight over labor armies. For the Leninist caucus, Trotsky submitted a draft resolution calling for the introduction of one-man management. He then appeared as chief expounder of continued labor conscription and the drafting of civilian labor into labor armies.
