ABSTRACT

A guarantee of full employment is like an attempt to make man immortal; a guarantee of predictable income and employment is like a life insurance policy. A guarantee of full employment is like an attempt to make man immortal; a guarantee of predictable income and employment is like a life insurance policy. A guaranteed prediction of income and employment does not mean a "right to the job". The prediction of income and employment should be underwritten by the enterprise. A predictable income and employment plan requires close co-operation with the union from the very start, or at least as soon as management has worked out the predictability pattern. A guaranteed income and employment prediction would give the one thing no worker has or has ever had: ability to plan for the future. And it is inability to plan for the future and the need to live for the day that more than anything else make the proletarian.
