Management was caught completely unprepared by the sudden outbreak of workers' dissatisfaction and of open hostility–with a "quickie strike" apparently not too far off. The workers in the first area were deeply attached to their inefficient program, though they knew very well that it was inefficient and expensive. The self-government of the plant would consist of workers. The self-governing organ of the industrial middle class has to be separate from the self-government of the rank and file. The tendency to explain the failure of a human-relations policy in the plant where management attempts to run the plant community itself, as evidence that the worker is emotionally unbalanced, is perhaps the most serious result of community government for rather than by the plant community. The main difference between the two is that the community government of the middle class will have less jurisdiction over social matters and much more over managerial matters pertaining to economic performance.
