ABSTRACT

This chapter deals with the multitudes of producers and consumers, who exploit the opportunity for societal growth, who use the loyalty of the people and take advantage of their dependence and their struggle for physical survival. It also deals with groups of leaders who are involved in the large dynamic activities of the human society. The dominant role of economic opportunity may be seen in the fact that, generally speaking, leaders who arise upon its emergence create leadership classes. As economic opportunities change, so do the character and creative ability of leadership classes. Different economic opportunities produce different types of leadership classes. The primary role of new economic opportunity is reflected in the transitory nature of leadership classes. In the twentieth century, stagnation again forecasts new economic opportunities and the coming of a new leadership class. Stagnation arises when new opportunity is ignored by the existing system.
