ABSTRACT

War creates the emergency which creates the need and the market for new aspirations, ideas, and energies. The impact of war upon new economic opportunity has become more far-reaching as war has raised its sights, broadened its scope, and intensified its effort. The dynamics of human aspirations, as seen in the history of nations, cause opportunity to fluctuate constantly between peace and war; history has confirmed it through the centuries. Conversely, the greater the willingness to compromise, the greater the threat to the survival of leadership or even of the nation. In order to survive, leaders must maintain their identity by the principle of distinction. The need for leaders to adhere to and if possible to strengthen the identity of their group as it differs from the identities of other groups makes it virtually impossible for them to help all the people.
