ABSTRACT
Like Newark, Buffalo is an undeveloped democracy; but unlike Newark, and more like Bay City, this is reflected in a political system that borders on chaos. The effect of this is to produce a city government that has been incapable of supplying much more than the minimum of amenities to the city.
