ABSTRACT

The alliance between al Beshir and al Turabi led to the formulation of a policy for the export of the Islamic revolution and in effect made Sudan a focus of and center for Fundamentalist Islamic Organizations. The establishment of the special links between Sudan and Iran began in 1990 after al Beshir's regime stabilized and the status of the National Islamic Front (NIF) as the dominant body in the new regime became evident. Bin Laden and al Turabi developed a symbiotic relationship—Bin Laden enjoyed unrestricted movement in Sudan, and in exchange invested millions of dollars in the country. An example of Sudan's attempts to portray itself as a state opposed to terror was the extradition to France of the terrorist called "Carlos". According to American sources, some thirty Afghan alumni living in Sudan were arrested after September 11. In exchange, the United States agreed to the rescinding of the United Nations (UN) sanctions against Sudan.
