ABSTRACT

The primary component when contending with suicide terror is the intelligence component. Although the suicide attack is supposedly the action of an individual, in actual fact the suicide attackers do not act in an empty vacuum and most of them are affiliated with established terror organizations. The attacks of September 11, 2001, and the US declaration of "a war against terror" represent a historical turning point for the international system regarding the issue of terror and suicide terror in particular. War crimes and crimes against humanity are deemed among the most heinous crimes according to international law, and they represent offenses against all of humanity. An approach similar to that of Amnesty International can be found in an extensive study published by the Human Rights Watch Association. The Human Rights Watch Organization vehemently condemns suicide attacks, deeming them war crimes and crimes against humanity.
