ABSTRACT

We must turn now to a discussion of problems 5, 6, and 7 on page 200 above. The planning procedures which have been discussed in the previous chapter have all been based upon the assumption that the Central Authority will allot the factors of production to their various employments. In the case of labour this involves the direction of the citizens to their appropriate tasks in the community. This raises a number of special issues which we will consider in the present chapter.
