ABSTRACT

The Rutgers Subdivision and Site Plan Handbook, which is contained in two sections, follows and builds upon the rich model subdivision literature. It reflects the experience of developing a model ordinance for the State of New Jersey. In 1984, the New Jersey Department of Community Affairs commissioned Rutgers University, Center for Urban Policy Research to draft a model subdivision and site plan ordinance. The goal in developing the model ordinance was to adopt standards that would result in quality municipal improvements and protect the public, without adding unnecessary costs to development. " The Subdivision and Site Plan Handbook continues this tradition: it incorporates technology, information, and practice to define what is functionally required. Subdivision regulation and practice in the United States have undergone a long process of change and refinement. A half century ago, the lack of subdivision controls contributed to widespread failed subdivisions and foreclosure. However, constant réévaluation is imperative to foster economical and well-designed development.
