ABSTRACT

The street hierarchy system is defined by road function as measured by average daily traffic (ADT). The ADT of a proposed development can be estimated by calculating number of trips by housing or other land-use category. A "trip" is a single or one way vehicle movement either to or from a property or study area. Residential access streets are lowest-order streets in the street hierarchy. They provide access to residential lots and carry only traffic generated on the street itself. The elimination of through traffic promotes safety and a quieter, more pleasant neighborhood environment. Like residential access streets, residential subcollectors also provide frontage and access to residential lots, but differ in that they are designed to carry somewhat higher traffic volumes. This traffic, however, should be limited to that collected from intersecting residential access streets and the small amount generated on the street itself.
