ABSTRACT

The model ordinance's requirement for documents to be submitted organizes and lists submission items. To help the expeditious and "rational" consideration of development applications, the model ordinance's list of documents to be submitted is keyed to the different development steps incorporated in the ordinance: preliminary pre-application and concept plan stages, followed by final review of applications according to their category—minor or major. For the pre-application and concept plan stages, only preliminary project and area information, which for the most part is readily obtainable, is required. To illustrate, a tighter contour line specification is required for major subdivision and site plans than for minor subdivision and site plan applications. It should further be noted that the model ordinance permits a waiver of a submission item if it is deemed unnecessary. Documents should be required only if functionally necessary for proper subdivision and site plan review.
