ABSTRACT
The beneficial change in the delivery of health services to families brought about by the relocation of the arthritis clinic was unique among the outpatient services. The clinic though politically powerful, lacked effective medical control; a discrepancy which contributed, in the new setting, to its further evolution as a staff-based improvising institution.
