ABSTRACT

The Central Government is the biggest employer of labour in the country. It employs approximately 6,000,000 persons, for example, engineers, transport workers, teachers, civil servants, professional and manual workers. In order to achieve for workers an effective voice in the control of policy and administration, the Government will be required to act in a number of ways. A united campaign was planned by the leaders of three million workers in the public sector, to obtain better pay and conditions for rail, steel and mineworkers, post office workers, national airline employees, and workers in the gas and electricity industries. Parliamentary by-elections and local government elections in 1971 prove that the Tory Government has lost the support of the majority of the electorate, and 1972 results reinforce this. They have been given notice to quit. Local councils can take control over many local industries and services, and bring about municipalisation with workers' control.
