ABSTRACT

On 15th May, 1928, the first National Educational Conference, called by the Ta Hsueh Yuan, opened in Nanking. The Conference lasted for two weeks and was attended by seventy-eight delegates, including the Commissioners of Education of different provinces, the Presidents of Government Universities, eighteen experts appointed by the Ta Hsueh Yuan, and representatives of the Central Headquarters of the Kuomintang and the National Government. The business of examining the San Min Chu I obviously belongs to the political scientist and to the economist. Considering its enormous and increasing influence on the minds of a fourth of the human race, it is remarkable that the San Min Chu I has received such scant attention at the hands of foreign scholars and publicists. Kuomintang doctrine represents Dr. Sun Yat-sen as both the Marx and the Lenin of the Chinese Revolution, whereas up to his death at any rate he appears rather in the character of its Kerensky.
