The Ministry of Education and the Provincial Governments, in the midst of the chaos, continued to legislate for the conduct of schools and the qualifications of teachers, though their detailed regulations were in no great measure obeyed. Schools, too, were to be registered. In May, 1932, the Ministry of Education drafted a programme for moral training in primary schools, laying particular stress on the practice of self-denial, and the cultivation of a strong personality. At the May, 1931, session of the League, the Chinese Government asked the technical organizations of the League to send a mission to China to assist in the development of the Chinese educational system, and facilitate intercourse between the centres of intellectual activity in China and abroad. The shortcomings of education in modern China are most apparent in the art, needlework, and music classes.
