The revolutionary institutions were also to adapt to the new situation, with People's University chosen as the center and prototype of a new kind of higher education, designed to serve the socialist polity in a special way. Naturally, higher education and scientific research were to be important dimensions of this process of socialist construction. People's University, and the institutes of political science and law, finance and economics under its guidance, provided the ideological core of the system, responsible for training socialist planners and teachers of political theory for the whole system. People's University, a descendant of one of the most important of the revolutionary institutions, the Shaanbei Public Institute, had been opened with much fanfare in 1950. Educational policies and practices can best be understood with reference to the supremacy of the radical faction under Mao Zedong, and the complete overthrow of those who had supported the pragmatist, Soviet-inspired road to socialist construction.
