Distribution is much less capable of analytical treatment than are generation and transmission. This is because the concept of overall system optimization really has no meaning in the case of distribution. The total of new generating capacity and the plant mix are related to total load growth and to the characteristics of the whole generating system. Standards have to be revised from time to time and this naturally provides scope for more general analysis. Only part of the expenditure incurred under the New Business heading can be simply allocated to particular new consumers. Some of it may relate to groups of consumers. Nearly three-quarters of the total consists of wages, salaries, superannuation and training, i.e. of labour costs. This does not mean that distribution is especially labour intensive, of course, since these proportions relate only to current expenditure. Consumer service cost depends upon the number, types and geographical dispersion of consumers and upon the standard of service given.
