ABSTRACT

The Council of Europe has considerable influence with governments, but only in the field of the protection of human rights does it have the powerful legal backing that can enforce compliance. The feature that makes the European Convention a landmark in international law is that individuals can petition the European Commission of Human Rights and seek redress either through an amicable settlement or through the European Court of Human Rights. The Council of Europe is committed to an education programme that underpins democracy and human rights in Europe. The Recommendation emphasises that 'throughout their school career, all young people should learn about human rights'. Students, the Recommendation suggests, should learn about 'the main categories of human rights, duties, obligations and responsibilities'. The Human Rights Album is a very useful complement to other materials designed for classroom use. When offered to children or teachers, the Album is always opened and examined.
