ABSTRACT

Green infrastructure provides direct environmental benefits. Investing in high-speed rail would reduce dependence on air and road travel and, therefore, lead to greenhouse gas emissions reductions. The Northwest Transmission Line – the recipient of the biggest grant from the Green Infrastructure Fund in Canada – has only a minor direct environmental benefit in terms of greenhouse gas emissions reductions. Further, its indirectly result in significant harm to a relatively pristine natural environment. The Four Major Rivers Project proceeded at a phenomenal rate and was officially completed in October 2011. It may or may not help Korea adapt to climate change by mitigating floods. Flood management could have been achieved through other means with a less dramatic impact on the country's riverine ecosystems. This chapter concludes that politics played a substantial role in decisions about how and where stimulus funding green was allocated.
