ABSTRACT

The structure and working principles of the organization need to be matched with the communications system. In operational communication from the top the main problems tend to be failure to realize that a decision has to be communicated, failure to despatch it to the right place, failure to get the message across properly. The gap between formal and informal communications networks is usually better bridged by bringing the formal system nearer to the natural one than attempting to stamp out the underground movement. It is worth looking at the filing system of the problem, partly because it is neglected territory and partly because of its position at the centre of the network of communication and information within the organization and the effect it can have on external communications. Text-books on communications that start with cold, clear principles to be deduced and then implemented may unwittingly do a disservice in more ways than one.
