ABSTRACT

Issue analysis is the method of trying to determine the best way of achieving the general objectives and specific goals set out in the programme statement, having regard to their likely costs and effectiveness. It is a continuous activity from start to finish of a planning-programming-budgeting system (PPBS) exercise, and in education, where the issues raised are formidable in range, numbers and complexity, it is a more vital point of the process than it would be in a service dealing largely with tangibles. The programme structure shows how the activity from which the issue arises relates to other activities, and the clarity with which it does this puts the issue into perspective. Practicability covers a range of measures that, whatever the logic of analysis, may have to be taken into account. Clearly the analysis and its accompanying paperwork can be very elaborate.
