Developing the potential of every individual, physically, intellectually, aesthetically, emotionally, practically and socially. Promoting and providing informal social, cultural and recreational education for young people, mainly between the ages of fourteen and twenty-one, younger children and adults. Promoting and providing more formal, non-vocational, adult education. Providing and promoting activities designed to care for young children and to prepare them for school, including: ensuring that all privately owned nursery facilities and child-minding organisations conform to accepted standards of provision. Promoting voluntary interest and activity in supporting these objectives. Identifying objectives is where refining the programme structure is of value, for it helps to identify the needs of the community for whom we are planning. Promoting the further education of all the authority's citizens who are over statutory school-leaving age and providing financial support to enable them to pursue their studies.
