Structure guides behavior, so the system structure is the area for greatest leverage and probability of success when trying to implement a strategy or change. To put it another way, if the structure of the organization does not support the organization's overall strategy and direction, the strategy will have a significantly lower probability of success, or perhaps even be doomed to failure from the start. Leadership is about moving a group of people in a certain direction to accomplish a certain objective or set of objectives. The change in group behavior can influence the beliefs and attitudes of the group as a whole, which can impact the actions and behaviors of the various individuals and finally impact the beliefs and attitudes of the various individuals. There are several characteristics associated with top-down, externally driven behavior change and control. With both external and internal structures in place, the probability for successful change is highest.
