ABSTRACT

Since we are thinking about railroad and transit infrastructure, this chapter looks at the infrastructure and operational security. It is important to understand that infrastructure planning and design focus on the safety and security of the constructed facility, its impact on operations, and how the passengers and workers are provided with a safe and secure environment. Railroad infrastructure should not hinder operational security. And operational security should not unduly burden the planning, design, construction, and maintenance of infrastructure. Security focus during initial project development often begins with or is generated by a Threat and vulnerability assessments (TVA). When TVAs or other security assessments are conducted for a railroad, transit system, transportation facility, or metropolitan area, there is often a need to improve security after-the-fact. Structures include bridges, tunnels, stations, and administrative and maintenance buildings.
