ABSTRACT

The new normal, in law enforcement, has to respond to gang problems across the country. Youth gangs and gang activity have been reported in almost all 50 states by law enforcement and media reports. Juvenile gangs are unique in the spectrum of gang investigation and suppression. When looking at suppression techniques for juvenile gangs, there needs to be a multi-faceted approach. White supremacy gangs are difficult to categorize, track, and number as there are a large number of these gangs, with new gangs consistently forming. These gangs tend to be loosely organized and/or closely associated with outlaw motorcycle gangs. The key to the suppression of these gangs appears to be the removal of the leader of the gang. Obviously, the goal of imprisoning a gang leader would ideally occur prior to any hate crimes being committed. These gangs, and countless other white supremacy gangs, are considered to be not only hate groups, but domestic terrorists.
