ABSTRACT

Captain Xavier Beaufort stated that, "Philadelphia has a neighborhood problem, it is more territorial and about protecting their neighborhoods and not a gang problem". The Los Angeles Police Department (LAPD) and Los Angeles County Sheriffs (LASD) had dedicated gang enforcement units which, while controversial, proved effective in controlling the epidemic. The LAPD's gang enforcement unit was called Community Resources Against Street Hoodlums (CRASH), which was established by LAPD chief Daryl Gates to combat the rising problem of gangs in Los Angeles, California. New York, as America's largest city, is an extremely good place to look when analyzing the cyclical evolution of gang crime. Every nationality is represented within the gang culture and with the African-American population in New York State prisons being the largest, the gangs will reflect that. Based on the interjurisdictional nature of policing in the Washington, DC area, federal law enforcement agencies have taken the primary investigative lead into the MS-13 gang.
