ABSTRACT

Criminal justice transformation is based on the premise that both "criminal justice and learning" are ways and reasons for creating a society in which human potentials are realized. The role of leaders in criminal justice reform cannot be over emphasized; it can impact the organizational structure and influence change. When criminal justice leaders are aware of their roles and what is expected of them, they are able to make better choices. Planning for developing gang prevention programs and identifying needs and providing for them are some of the ways of ensuring success. Programs are implemented at all levels of the criminal justice system and some may use gang prevention. Criminal justice leaders can reshape an unethical organizational culture by being a role model for employees. It is important that leaders practice what they preach by instilling the correct values in employees and ensuring that their actions are ethical as well.
