ABSTRACT
Up to this point Pieper’s interactions with Carlos had been mostly non-eventful. Previously Pieper had been dispatched to a report of a domestic disturbance where it was alleged that Carlos had kneed his sister in the crotch and took off on foot. However, that was about all the interaction with this gang member that Pieper had been present for. The subject that he was talking with was wearing a blue and white Peyton Manning jersey with black Dickie pants, white Nike Cortez sneakers with blue laces, and a blue Sur 13 bandanna hanging out of his back right pocket. Pieper had asked the subject his name and he stated with confidence, Hugo Duges. Pieper asked Hugo how old he was and Hugo stated that he was “thirteen plus one.” This struck Pieper as odd as he had never been very good at math, but he did realize that Hugo was 14 years old. Pieper hadn’t even asked Hugo if he was also a member of Sur 13. He hadn’t needed to as Hugo had thrown it out there in his own way for everyone to know. Hugo was so proud of his gang membership and so disgusted with his rivals Norte 14, that he wouldn’t even say the word “fourteen.” This set the tone for the relationship that Pieper was able to have for the following years with Hugo. By Hugo saying that one phrase “thirteen plus one” he told Pieper exactly what his mindset was and just how loyal to the gang Hugo was and would be in the coming years (Figure 6.1).
