ABSTRACT
An organization's Culture is ephemeral. Elusive and invisible, it fits Supreme Court Justice Potter Stewart's definition of pornography: “I know it when I see it.” Like the Titanic, its course can change, but usually very incrementally. Excellent cultural clues are an organization's artifacts. Especially telling are its HR practices, particularly how the organization:
Measures success and failure.
Rewards exceptional performance.
Punishes poor performance.
Promotes workforce diversity.
Organizations face the formidable challenge of breaking down silos. Silo-busting methods include cross-organizational teams, better communication, changing what is measured, and creating crises.
