ABSTRACT

On July 20, Marshall, accompanied by Stuart and the retiring and incoming embassy counsellors, left for Mount Lu from Nanking, in order to present credentials to Chiang Kai-shek. Indeed, Stuart's long association with the upper circles of China made him a friend of almost all KMT's high officials. Huang Hua, who entered the Department of Economics at Yenching University in 1932, worked as department leader in the External Affairs Office of the CCP Central Committee. The Chinese Civil war was facing a grim situation. Actually, after the KMT and the CCP jointly published the Statement of "Order for Cessation of Hostilities" on January 10, 1946, the local wars between the two parties never suspended. Yet, the source of Stuart's message was the KMT Central News Agency, which both embarrassed and annoyed him greatly. It was obvious that the Department of State thought nothing of its US ambassador in China.
