ABSTRACT

Lots of people have fun with ordinary gentle teasing. In contrast, bullying is a nasty sort of teasing linked with some sort of physical or emotional threat or intimidation that makes the other person feel upset, frightened or unhappy. Bullies have often been a victim of persistent bullying themselves in another setting. Bullying others gives them an outlet for the feelings of anger and powerlessness they feel or have felt in other settings. Bullies may be struggling with feelings of jealousy or insecurity in relation to others. The UK Government has an active policy of trying to provide for most children with special educational needs within mainstream settings in their own local communities. Parental views are very important, and parents have important rights under the Special Education Act, which gives them the right of appeal to the Special Educational Needs Tribunal.
