ABSTRACT

In 1949 Chairman Mao laid down the basic principle for building the socialist economy in his report to the Second Plenary Session of the Central Committee of the Communist Party of China. In fact, the so-called "using economic laws to run the economy" means letting the capitalist law of value reign over everything, developing free competition, undermining the socialist economy, and bringing about the restoration of capitalism. The degeneration of the structure of the socialist economy will inevitably lead to restoration of capitalist politics. The opposition of China's Khrushchev to putting politics in command also manifests itself in his opposition to the large-scale mass movement. China's Khrushchev, taking a reactionary bourgeois standpoint, bitterly hated the revolutionary mass movement and did his utmost to sell the one-man-rule system and the reactionary line of relying on experts.
