According to what he called his "basic views" on plans, "profits should be regarded as the center of plans and statistics," and "plans should be based on the law of value." What does this mean? It means that in drawing up plans, the state and enterprises should proceed from "value" and "profits." In a word, it is necessary to proceed from making money; it is also what Liu Shao-ch'i said: "Do whatever is profitable." The state should draw up a big plan to make money, while enterprises should work out small plans to make money.
