ABSTRACT

Some people maintain that the ratio of collective accumulation in the distributable income of agriculture should be relatively stable. Where agricultural mechanization has not yet been basically realized and where agricultural labor productivity is still not too high, it would be impossible to raise the rate of accumulation. Such a view cannot be considered correct. First, on the premise of the growth in production and the enhancement in the level of income, unless the rate of accumulation is raised, it would not be possible to enhance the level of agricultural technology and equipment quickly. As we all know, if we should wait until agricultural technological renovations have been completed before the ratio of accumulation is raised, such renovations would inevitably be deferred to the remote future. The people we mentioned have failed to see that on the premise of the rapid growth of agricultural production, a timely and suitable increase in the rate of accumulation in agriculture is one of the prerequisites to accelerating agricultural technological renovation. Second, in recent years, the conditions of China's agricultural production have been improved continu225ously; the level of agricultural productive forces is being enhanced quickly; the consumption level of peasants has also been raised gradually. Thus, to raise the accumulation rate of agriculture gradually and properly is not only possible but also necessary.
