When Comrade Mao Tse-tung was speaking about the problem of distribution, he pointed out specifically: "On the question of distribution, it behooves us to pay regard to state interests, collective interests, and individual interests. In regard to the relationship among the tax revenue of the state, the accumulation of cooperatives, and the individual income of peasants, they must be handled properly by paying constant attention to ironing out their contradictions. The state must accumulate, and the cooperative must also accumulate, although the rate of accumulation must not be excessive. We should enable the peasants to increase their individual income from the rise in production year after year when conditions are normal." This guiding principle must be observed in correctly handling the relationship between accumulation and consumption in rural communes. In our practical work, it is necessary to pay equal attention to accumulation and consumption. Where production is developed, we must ensure the steady growth of accumulation and also the suitable enhancement of the consumption level of the commune members, so that accumulation and consumption will be coordinated adequately to accelerate the growth of production.
