The restriction of bourgeois rights bears on combating and guarding against revisionism and preventing capitalist restoration, and is also an important question that must be made known to the whole Party and the people of the whole country. Exchange by means of money is an economic activity, and the bank is the organ responsible for the issue and control of money. Exchange by means of money is a historical category that will be sent to the museum of history in the future. The need of funds to help socialist construction in conformity with the Party's policies, and with state planning, should be resolutely made available. The dictatorship of the proletariat is the dictatorship of the masses.
