ABSTRACT

Despite efforts to marginalize it, the MSC has not been inactive throughout its history. It remains a part of the UN hierarchy, albeit in a discreet manner, and it continues to press for a greater role. To those who still try to ignore it, its existence must be acknowledged when the time comes to reform/enlarge the Security Council, as these two organs are irrevocably linked by the Charter. This chapter looks at the current developments in the work of the MSC, before diving into the issue of its reactivation, through the "what" and the "how" of such reform. It advocates for a realistic reactivation of the MSC in its function of oversight of peacekeeping operations from the Security Council's point of view. Despite suggestions by the MSC to explore peace operations in areas such as Syria, Iran, and North Korea, the Security Council, as well as national capitals, have remained reluctant to task such work.
