ABSTRACT

Margery Fry remained an influential member of the Howard League's executive committee and continued her behind-the-scenes activity as both a lobbyist and a government adviser on criminal justice until the end of her life. The chapter examines important aspects of Margery's work as a committee member and behind the scenes. However, it should be remembered that the Street Offences Committee, the Colonial Penal Advisory Committee and the Advisory Council on the Treatment of Offenders were merely three of the highlights of her long and distinguished career as a 'statutory woman'. Every pressure group needs to target the public and politicians while also cultivating useful contacts with ministers and civil servants. So, in the early years of the Howard League, Margery lobbied Members of Parliament who were sympathetic to her penal reform message. These included the first two women to take their seats in the House of Commons both of whom expressed enthusiastic interest in the cause.
