ABSTRACT

The fourth area of solutions development is by no means the least important. In fact, some might argue that with the right team to develop the processes, architectures, and technologies after contract award, the incompleteness of the solution in the proposal can sometimes be overlooked by evaluators. Offerors frequently default to the conclusion that the right team is one where key personnel are people favorably recognized by government customers. While this strategy has worked, only adopting this strategy without thinking about how the people, the proposed staff, will work together in meeting PWS/SOW/SOO requirements reflects laziness on the part of solutions development.
