ABSTRACT

The Party Constitution stipulates: 'The organizational principle of the Party is democratic centralism'. An earnest implementation of democratic centralism has important implications for securing the Party's centralization and unity, for strengthening the Party's unified leadership, for increasing the Party's fighting ability, and for infusing the Party with a vigorous life. Democratic centralism is the principle on which the Party is organized. To carry out the system of combining collective leadership with individual responsibility is an important issue for the Party's democratic centralism; it is the application of the Party's mass line in the area of leadership methods. To correctly implement democratic centralism, it is necessary to develop democracy fully in the Party, to perfect the democratic life in the Party, and to initiate and develop criticism and self-criticism regularly. Infusing the democratic life of the Party with vigor depends on the efforts of all Party members.
