Stephen: The PRC policies of consulting the Taiwanese people and taking into consideration the present political and economic realities on Taiwan can be traced to Chou En-lai’s discussions with the second and third Tiaoyutai delegations in 1972. 1 Last year, Vice-Premier Teng said to Senator Glenn that if Taiwan agrees to the principle of reunification, it could keep its army as well as its own political and economic system. 2 I think Teng9s statement was a big step beyond what Chou En-lai prescribed.
