ABSTRACT
William: We can all agree that we are dealing with a process of transition, although we may disagree about what the eventual outcome of the transition will or should be. Maybe the key notion is process. Not only will the solution take a long time, but the steps taken can be gradual and evolving rather than abrupt. Something that cannot be accomplished in one step may perhaps be attained in several steps over a period of time.
